The City of Morganton is soliciting proposals from qualified archaeological consultants to provide monitoring services for the demolishing of two (2) buildings which were damaged beyond repair by heavy flooding during Tropical Helene at Catawba Meadows Park.
Request for proposals:
Based on the proposed Scope of Work (SOW) for proposed Morganton - Recreation Maintenance Buildings Project 808675, in order for FEMA to complete consultation for Section 106 of the National Historic Preservation Act, an Archaeological monitoring report will need to be conducted within the project area (see attached Map for monitoring area). The monitoring report request shall be fulfilled by a Secretary of Interior (SOI) qualified Archaeologist. The completed surveys shall comply with North Carolina’s guidelines for these surveys as outlined in the North Carolina Office of State Archaeology: Archaeological Investigation Standards & Guidelines for Background Research, field methodologies, Technical Reports, and Curation
- In order to assist the applicant with this condition, please find attached a copy of the Archaeological Monitoring Memo which details the survey scope, requirements, and deliverables.
- Once an SOI qualified archaeologist has been contracted, communication between the Contractor and FEMA Region 4 EHP will start with a meeting between FEMA, NC DPS, the subrecipient, and their consultant to clarify the monitoring scope, expected deliverables and timelines.
- A final Archaeological monitoring report that conforms to the North Carolina monitoring and reporting standards set out in the North Carolina Office of State Archaeologist (NCOSA) shall be submitted to FEMA to allow FEMA EHP to complete Section 106 consultation.
