Billing

  • Yes. You can pay online using an e-check and there is no fee. You also can pay online with Visa, MasterCard, Discover and American Express, but there is a 2.6% fee, $1.50 minimum charge.

  • Yes, the City offers automatic bank drafts. To utilize this service a form needs to be signed and turned in to the Business Office in City Hall. A void check also needs to be provided. Customer billing statements will continue to be mailed to the customer monthly. The amount, on the bill, will be drafted on the due date shown on the bill.

  • The reconnect fee for utilities is $20.00 if paid between 8:00 am and 4:00 pm Monday through Friday. If utilities are paid at other times, there will be an additional $30.00 charged for reconnections bringing the total to $50.00. Cable reconnect fees are $15.00.

  • This is a flat fee, billed monthly, on a customer's water and sewer bill. This charge is based on the size of the meter. The revenue generated from these charges is used to partially cover the debt of the water and sewer plants.

  • Most of the meters are read monthly and billed according to the service location.

    The City bills on the 1st, 10th and 20th of each month. There are eleven working days before a 10% penalty is added and seven additional working days before the account is subject to disconnect for non-pay. The City bills some water(and/or sewer) accounts bi-monthly. Billing frequency is determined by location.

CoMMA Tickets

  • For CoMMA's MainStage Series: If you cannot attend, contact us in advance of the event and we will credit your account for use on a future performance. Please note that credits cannot be issued post-event and this applies only to CoMMA's sponsored season of events. 

    Rental Events: All sales are final, no refunds or exchanges. 

  • Yes, children (under 18) are required to have tickets and must be accompanied and supervised by a responsible adult. CoMMA offers a reduced price Youth rates for MainStage Morganton performances. Note: Privately sponsored events do not always offer a youth rate, please call us for more information.

  • Yes, the facility fee will be added to each ticket purchased whether or not the order is placed online, in person, or by telephone.

  • CoMMA loves groups!  Discounted pricing is offered on all MainStage Events to groups of 10 or more. To receive the group rate please call us at 800-939-7469. Note: Privately sponsored events do not always offer a group rate, please call us for more information.

  • Yes, to help us keep in compliance with local fire codes, everyone must have a ticket, regardless of age.

  • Yes, a $1.00 per order mailing/handling fee will be added to each mailed order.

  • Tickets purchased on either the left or right side of the auditorium do indeed skip numbers, but not seats; this applies to both the Balcony and Orchestra levels. The Center section seating is numbered consecutively. View more seating information.

  • The CoMMA Gallery is open Monday through Friday, 12:00 p.m. – 5:00 p.m. and during all public performances.

  • The facility fee is to help cover the operating costs, including heating, air conditioning, and paper products, of the facility.

Community House

  • No, we have a full kitchen staff and an in-house Chef, who can take care of all your catering needs. You may bring in your own wedding cake, cupcake or desserts of that nature.

  • Nothing can be attached to the walls. We do not allow tape, command strips, or any other sticky surface on the wall. Please love our new interior décor.

  • No all Lobby furniture needs to stay in the lobby, please love our newly refinished wooden floors.

  • For the most professional delivery, it is best that you hire a DJ or band to take care of your sound for your event. Our sound system has no system mixer and is great but it is set up for speaking and soft background music. It is not meant for performance-level sound quality.

    We recommend that you download your music to a memory device and test and retest prior to the event. We DO NOT guarantee internet speeds or capacity at all times due to inclement weather or other natural causes.

  • Yes, in limited table areas and must be approved by the Community House Director. Only on the tables as centerpieces. No candles on mantels, lobby area or piano.

  • We have a “Baby Grand” piano in the Connelly Room and a top of the line keyboard that can be used in the Cobb Room or in the lower level rooms if desired.

  • The Morganton Community House has plenty of free parking just across the street, very conveniently located. See the free parking map.

  • All events need to end by 10:00 pm. Time is allowed in your contract to remove all décor and we need time to finish the final cleaning after that.

  • It really depends on the type of event you are planning and what you are trying to accomplish. We have many combinations to suit your needs. View our room configurations.

    Questions to assist you in room needs for your accommodations:

    1. Do you want to use our dance floor?
    2. Do you want a bar set-up? Display or gift tables needed?
    3. Are you planning for a party over 130 in number? Room floor plan and table size can make a big difference.

  • Yes, a $200 deposit is required to reserve and schedule your event on the calendar. All deposits are applied to your final bill after we have reviewed the terms of your contract and all facilities rented seem to be left in compliance.

  • No, we do not include automatic gratuity. Tips are not required but are greatly appreciated by our hard-working staff.

  • We have two built in projectors and screens in the Cobb room and one in the Connelly Room. We have an in house sound system with wireless microphones, HDMI compatible cords and most adapters needed to hook up your laptop to our projector system.

  • Your event needs to be paid in full the day before the event is held.

  • In order to generously accommodate your event, you must submit your guaranteed number of people 7 days before the event. An upcharge could be added if the count changes dramatically and/or a food substitution may be used in the event we cannot accommodate the desired menu to be served.

CoMPAS Privacy Policy

  • If You do not want Your name, address, level of service or other personally identifiable information disclosed to third parties in a "mailing list" as explained above, or if You do not want to receive marketing messages (e.g., phone calls, emails, and direct mail) please email this preference to compasdept@ci.morganton.nc.us or by contacting us by telephone at 1-828-438-5353. Customers of our video service cannot opt-out of the collection of audience measurement data. Please note that such request will not eliminate all telephone calls, emails or direct mail sent to You from COMPAS X-STREAM as COMPAS X-STREAM may still continue to send non-marketing account-related messages to You.

  • You have a right under the Cable Act to see Your personally identifiable information that COMPAS X-STREAM collects and maintains. The information COMPAS X-STREAM has about its Customers is maintained at COMPAS X-STREAM's local office in City Hall at 305 E. Union St. in Morganton. If You would like to see Your information, please send a written request to COMPAS X-STREAM. COMPAS X-STREAM will be glad to make an appointment for You to come in to our office during regular business hours. If Your review reveals an error in our records, COMPAS X-STREAM will correct it. You may also be able to access certain information about You or Your account by telephone (1-828-438-5353), depending upon the information You have provided.

  • COMPAS X-STREAM is concerned about children's privacy and does not knowingly collect personally identifiable information from anyone under the age of 13 over its Service unless otherwise expressly identified. COMPAS X-STREAM urges children to always obtain a parent or legal guardian's permission before sending any information about themselves over the Internet and urges parents and legal guardians to be vigilant regarding children's Internet usage. Other services or web pages accessed through COMPAS X-STREAM's Service may have different policies on collection of information pertaining to children and You should consult their privacy policies and read their notices if You have any concerns about the collection or use of such information by those entities.

  • COMPAS X-STREAM takes the security of our Customers' personally identifiable information seriously. COMPAS X-STREAM takes such actions as are reasonably necessary to prevent unauthorized access by entities other than COMPAS X-STREAM to personally identifiable information. COMPAS X-STREAM uses security and/or encryption technology to secure certain sensitive personally identifiable information when it collects such information over the system. COMPAS X-STREAM restricts access to its customer database and secures the content by use of firewalls and other security methods. COMPAS X-STREAM limits access to databases containing Customers' personally identifiable information to those specifically authorized employees and agents of COMPAS X-STREAM and other parties identified in the "Who sees the information collected by COMPAS X-STREAM?" section above. However, we cannot guarantee that these practices will prevent every unauthorized attempt to access, use, or disclose personally identifiable information.

    You need to help protect the privacy of Your own information. You and others who use Your equipment must not give identifying information to strangers or others whom You are not certain have a right or need to the information. You also must take precautions to protect the security of any personally identifiable information that You may transmit over any home networks, wireless routers, wireless fidelity (WiFi) networks or similar devices by using encryption and other techniques to prevent unauthorized persons from intercepting or receiving any of Your personally identifiable information. You are responsible for the security of Your information when using unencrypted, open access or otherwise unsecured networks in Your home.   • COMPAS X-STREAM will maintain personally identifiable information about You as long as You are a subscriber to COMPAS X-STREAM's Service and as long as necessary for the purpose for which it was collected. If You are no longer a subscriber to any COMPAS X-STREAM Service and the information is no longer necessary for the purpose for which it was collected, COMPAS X-STREAM will only keep personally identifiable information as long as necessary to comply with laws governing our business. These laws include, but are not limited to, tax and accounting requirements that require record retention. COMPAS X-STREAM will also maintain personally identifiable information to satisfy pending requests for access by a subscriber to his/her information or pursuant to a court order. COMPAS X-STREAM will destroy Customers' personally identifiable information when the information is no longer necessary for the purpose for which it was collected, when there are no longer pending requests for such information, and when it is no longer necessary to retain the information under applicable laws.

  • COMPAS X-STREAM collects both personally identifiable information and non-personal information about You when You subscribe to our Service. COMPAS X-STREAM uses its system to collect personally identifiable information about You: (a) when it is necessary to provide our services to You; (b) to prevent unauthorized reception of our services; and (c) as otherwise provided in this Policy. COMPAS X-STREAM will not use the system to collect Your personally identifiable information for other purposes without Your prior written or electronic consent. COMPAS X-STREAM also collects personally identifiable and non-personal information about You when You voluntarily provide information to COMPAS X-STREAM, as may be required under applicable law, and from third parties, as described in this Policy.

    Personally identifiable information is any information that identifies or can potentially be used to identify, contact, or locate You. This includes information that is used in a way that is personally identifiable, including linking it with identifiable information from other sources, or from which other personally identifiable information can easily be derived, including, but not limited to, name, address, phone or fax number, email address, spouses or other relatives' names, drivers license or state identification number, financial profiles, social security number, bank account information, and credit card information. Personally identifiable information does not include information that is collected anonymously (i.e., without identification of the individual or household) or demographic information not connected to an identified individual or household.

    Non-personal information, which may or may not be aggregated information about our Customers and may include information from third parties, does not identify individual Customers. COMPAS X-STREAM may combine third party data with our business records as necessary to better serve our Customers. Examples of non-personal information include IP addresses, MAC addresses or other equipment identifiers, among other data. Our systems may automatically collect certain non-personal information when You use an interactive or transactional service. This information is generally required to provide the service and is used to carry out requests a Customer makes through a remote control or set-top box.

    We may also collect and maintain information about Your account, such as billing, payment and deposit history; maintenance and complaint information; correspondence with or from You, information about the service options that You have chosen; information the equipment You have, including specific equipment identifiers; and information about Your use of our services, including the type, technical arrangement, quantity, destination and amount of use of certain of those services, and related billing for those services.

    COMPAS X-STREAM also collects customer-provided customization settings and preferences. By using our service, You consent to our collection of this information and other information communicated to COMPAS X-STREAM such as correspondence, responses to surveys or emails, information provided in chat sessions with us, registration information, or participation in promotions or contests.

    If You subscribe to our video service, then in certain of our systems, our set-top boxes automatically collect information that may be used to determine which programs are most popular, how many set-top boxes are tuned to watch a program to its conclusion and whether commercials are being watched, as well as other audience-measurement focused information. Our processes are designed to track this information and audience statistics on an anonymous basis. Information such as channel tuning, the time the channel is changed, and when the set-top box is "on" or "off" is collected at a secure database in an anonymous format. COMPAS X-STREAM, or our contractors or agents, may from time to time share the anonymous information with our advertisers, content providers, or other third parties with whom we have a relationship. We will not provide our advertisers, content providers, or these other third parties with personally identifiable information about You unless we have received Your consent first, except as required by law.   • COMPAS X-STREAM will only disclose personally identifiable information to others if: (a) Customer provides written or electronic consent in advance, or (b) it is permitted or required under federal or applicable state law. Specifically, federal law allows COMPAS X-STREAM to disclose personally identifiable information to third parties:

    • when it is necessary to provide COMPAS X-STREAM's services or to carry out COMPAS X-STREAM's business activities;
    • as required by law or legal process; or
    • for mailing list or other purposes, subject to Your ability to limit this last type of disclosure.

    To provide services and carry out our business activities, certain authorized people have access to Your information, including our employees, entities affiliated through common ownership or control with COMPAS X-STREAM and third parties that provide and/or include: billing and collection services; installation, repair and customer service subcontractors or agents; program guide distributors; software vendors; program and other service suppliers for audit purposes; marketers of COMPAS X-STREAM's products and services; third party auditors; our attorneys and accountants; and/or strategic partners offering or providing products or services jointly or on behalf of COMPAS X-STREAM. The frequency of disclosures varies according to business needs, and may involve access on a regular basis. COMPAS X-STREAM restricts third parties' use of Your information to the purposes for which it is disclosed and prohibits third parties from further disclosure or use of Your personally identifiable information obtained from us, whether for that third party's own marketing purposes or otherwise.

    Unless You object in advance, federal law also allows COMPAS X-STREAM to disclose through "mailing lists," personally identifiable information, such as Your name, address and the level of Your service subscription, to non-affiliated entities, including advertisers and marketing entities, for non-service related purposes, including product advertisement, direct marketing and research. Under no circumstances will COMPAS X-STREAM disclose to these advertising entities the extent of Your viewing habits or the transactions You make over the system. COMPAS X-STREAM, or our contractors or agents, may from time to time share non-personal and/or aggregate information such as the number of Service subscribers who match certain statistical profiles (for example, the number of subscribers in various parts of the country) with our advertisers, content providers, or other third parties with whom we have a relationship.

    We may provide anonymous data to third parties who may combine it with other information to conduct more comprehensive audience analysis for us and for television advertisers. This data helps program networks and cable operators decide on which programs, channels, and advertising to carry. COMPAS X-STREAM may also use that information to distribute targeted advertising to You without having disclosed any of Your personally identifiable information to the advertisers. These advertisements may invite interactive or transactional follow-up from You. By using any of COMPAS X-STREAM's interactive services, You consent to our collection of this additional information. Unless You consent first or except as required by law, only anonymous information is disclosed to audience measurement services.

    As part of its business activities, if COMPAS X-STREAM enters into a merger, acquisition, or sale of all or a portion of our assets, COMPAS X-STREAM may transfer Customers' personally identifiable and non-personal information as part of the transaction.

    If You subscribe to our telephone service, Your name, address and/or telephone number may be transmitted via Caller ID, published and distributed in affiliated or unaffiliated telephone directories, and available through affiliated or unaffiliated directory assistance operators. We take reasonable precautions to ensure that non-published and non-listed numbers are not included in the telephone directories or directory assistance services, although we cannot guarantee that errors will never occur. Please note that Caller ID blocking may not prevent the display of Your name and/or telephone number when You dial certain business numbers, 911, 900 numbers or toll-free 800, 866, 877 or 888 numbers.

    If allowed by and after complying with any federal law requirements, COMPAS X-STREAM may disclose personally identifiable information about Customer to representatives of government or to comply with valid legal process, except as provided below, disclosures shall not include records revealing Customer's selection of video programming. Disclosures to representatives of government may be made pursuant to an administrative subpoena, warrant, court order, our reasonable discretion in cases of emergency or serious physical injury, or other permitted means. In these situations, COMPAS X-STREAM may be required to disclose personally identifiable information about a Customer without Customer's consent and without notice to the Customer. Law enforcement agencies may, by federal or state court order, and without notice to You, obtain the right to install a device that monitors Your Internet and e-mail use, including addresses of email sent and received and in some cases the content of those communications; and/or Your use of our telephone service, including listings of incoming and outgoing calls and in some cases the content of those calls. In some instances where there are valid legal requests for or orders for disclosure of Your information, we may notify You of the requests or orders and then it may be up to You to object or take specific action to prevent any disclosures pursuant to those requests or orders.

    Where a governmental entity is seeking personally identifiable information of a Customer who subscribes to COMPAS X-STREAM's video services only or records revealing Customer's selection of video programming, the Cable Act requires a court order and that the video subscriber be afforded the opportunity to appear and contest in a court proceeding relevant to the court order any claims made in support of the court order. At such a proceeding, the Cable Act requires the governmental entity to offer clear and convincing evidence that the subject of the information is reasonably suspected of engaging in criminal activity and that the information sought would be material evidence in the prosecution of the case. Except in certain situations (such as with respect to those who owe, or are owed, welfare or child support) state welfare agencies may obtain the names, addresses, and certain other Customer information as it appears in COMPAS X-STREAM's subscriber records under the authority of an administrative subpoena.

    We may also use or disclose personally identifiable information about You without Your consent (a) to protect our Customers, employees, or property, (b) in emergency situations, (c) to enforce our rights in court or elsewhere, or directly with You, for violations of service terms, conditions or policies and/or (d) in order to comply with the Digital Millennium Copyright Act or as otherwise required by law, for example, as part of a regulatory proceeding.

  • COMPAS X-STREAM collects and uses personally identifiable information to:

    • properly deliver our Services to You;
    • provide You with accurate and high quality customer service;
    • perform billing, invoicing and collections;
    • provide updates, upgrades, repairs or replacements for any of our service-related devices or software used in providing or receiving services;
    • protect the security of the system, prevent fraud, detect unauthorized reception, use, and abuse of COMPAS X-STREAM's Services or violations of our policies or terms of service;
    • keep You informed of new or available products and services;
    • better understand how the Service is being used and to improve the Service;
    • manage and configure our device(s), system(s) and network(s);
    • maintain our accounting, tax and other records; and
    • comply with applicable federal and state laws and regulations, as well as for the general administration of our business.

    If You use an interactive or transactional service, for example, responding to a survey or ordering a pay-per-view event, the system will collect certain additional personally identifiable information, such as account and billing information or Customer-provided locale and service preferences, to properly bill You for the services purchased and to provide You with a more personalized experience. In addition, certain information such as Your connections to our system is automatically collected to, for example, make it possible for Your digital boxes to receive and process the signals for the services You order.

    COMPAS X-STREAM may also collect personally identifiable information from third parties to enhance our customer database for use in marketing and other activities. COMPAS X-STREAM also collects personally identifiable information from third parties to verify information You have provided us and collects personally identifiable information from credit reporting agencies to, for example, determine Your creditworthiness, credit score, and credit usage. COMPAS X-STREAM also may maintain research records containing information obtained through voluntary subscriber interviews or surveys.

    If You subscribe to our high-speed Internet service, COMPAS X-STREAM transmits personally identifiable and non-personal identifiable information about You over the Service when You send and receive e-mail and instant messages, transfer and share files, make files accessible, visit websites, or otherwise use the Service and its features. Our transmission of this information is necessary to allow You to use the Service as You have chosen and to render the Service to You.

CoMPAS X-Stream Digital Transition

  • All existing customers will be eligible for one free digital box, which will not have any additional fees for use. For additional digital cable boxes, the cost will start at $7 per month.

  • Once the digital transition happens in your area, networks currently assigned to channels 70-77 will no longer be available on the analog service. The affected channels are Fox News, BET, E!, TLC, Comedy Central, Disney XD, Disney Jr., and FXX. These channels will still be available to digital customers, and customers who use our watchTVeverywhere feature. Our watchTVeverywhere service allows you to stream many of your favorite channels to different streaming devices such as a Roku, Amazon Firestick or Apple TV. For more information on watchTVeverywhere, you may go to our website at www.compasxstream.com and click on watchTVeverywhere at the top of the webpage. If you already have digital service, your channel lineup will not be affected on televisions in your home using a digital box. Access to these channels will be restored to analog customers once you make the switch to digital service. This change will not affect all COMPAS customers at once. The upgrade to digital service will happen throughout 2020 and 2021, in different areas. You will be notified when your area is being upgraded to digital service.

  • The benefits of this upgrade will play out over time, as we re-deploy the newly freed-up network capacity for faster internet speeds, more channels and more features. We’re committed to bringing faster internet speeds to the community we serve, with no contracts or data caps.

  • COMPAS will send a letter directly to customers notifying them of their specific upgrade date. This letter will tell you exactly when you will receive your new equipment for each of your television sets. If you do not upgrade to a digital box, your television service will end once the switch to digital service is made in your area.

    If you already have a COMPAS Digital Cable Box on all of your televisions, then you do not need to do anything. If any television in your home is still using analog service and does not have a digital service box, then you need to contact COMPAS to reserve your digital box for this television. Otherwise, your television service for any televisions in your home using an analog connection will end once the digital transition in your area is made.

    Customers should call 438-5353 for more information and to schedule a delivery of your new box. Office hours are 8am-5pm Monday-Friday, except holidays.

  • COMPAS’ all-digital upgrade is about giving customers a best-in-class television and voice experience, and freeing up network capacity. This means giving customers the capacity for faster broadband speeds, higher definition television, a better voice experience and new features across the network. Currently COMPAS X-Stream sends analog and digital signals. This means people receive their cable service in two different ways. Some people receive their cable through a digital cable box, which is classified as digital service. Others receive cable service by plugging their cable directly into the television from a cable port in the wall, which is analog service. Once the digital transition is made, all homes will receive their signal through a digital cable box. The upgrade to digital service will affect different customers at different times.  Customers will be notified of when they must upgrade to digital service. If you do not have a digital cable box in your home, your television service will end once the transition is made in your area.

Construction and Development

  • Large trees should be planted at least 30 feet from overhead power lines, some even further away, so that future trimming can be minimized. Many small trees may be planted closer. Every tree is different as well as every situation so it is best to do some research to know how large your tree will grow and plant according to that mature growth size.

  • Submit a request to the Development and Design Department or to the City Engineer at City Hall in the form of a petition signed by those interested in the service and willing to share in the cost of the water line extension.

    After evaluation by the City Engineer and his staff as well as the Director of Water Resources, including determination of existing facilities in the area and their condition and capacity, a preliminary layout and design for purposes of cost estimating will be done. This cost estimate would be presented to the parties who would benefit from the service and they would be encouraged to organize in order to finance the water line extension.

    The procedure is outlined in a policy adopted by the Morganton City Council copies of which are available to those groups wishing to make such a request.

  • A permit is required to construct the driveway. If there is curbing, then a curb cut is needed as well.

    If the street is a NCDOT-maintained roadway a permit must be obtained from NCDOT. If it is a city-maintained street, a request needs to be made to our Permitting Section.

    Upon notification of your intent to put in a driveway, the City Engineer or a member of his staff will go out to your site to determine if the location and conditions allow for the installation of the driveway and the execution of the curb cut, according to Morganton City Code and reasonable engineering practices and principles. If approved, you may have your contractor install the curb cut to the City of Morganton's specifications after first obtaining the permit. Or, you may have the City install the curb cut at a cost to you based on the linear feet of driveway opening.

  • Unless the occurrence is due to problems with our stormwater sewer system, the City Engineer, the Public Works Director, or their staff members can only make recommendations with regards to solutions based on their analysis of the situation and their education, knowledge, background, and experience within a reasonable degree of engineering probability. Implementation and execution of those recommendations and their resultant consequences are the sole responsibility of the homeowner.

  • If it is a city maintained roadway, the City Engineer or Public Works Director will address the situation promptly including performing an actual visual inspection of the subject roadway and appropriate measures will be taken to correct or mitigate the problem as soon as reasonably possible, if warranted. If the roadway is private or maintained by NCDOT, the City Engineer will go and visually inspect the roadway and make an assessment of the problem, and notify the appropriate jurisdiction or owner and make a recommendation and request for correction of the problem, if warranted.

  • This varies widely with the situation. Shade/canopy/large trees (oaks, maples, elms, etc.) tend to live longer than ornamental/understory/small trees (dogwoods, crape myrtle, red bud) as a general rule.  Native trees are generally more suitable to local weather and pests.

  • The best time to plant trees is during or close to the same time the plant is dormant. It is best to plant after leaves start falling in Fall and before leaves arrive in Spring. Consult your local grower for more information.

  • If you used coaxial cable to connect your adapter, set your TV and adapter to either channel 3 or 4, whichever channel doesn't currently receive programming. If you used an HDMI cable, make sure your TV is set to the correct input/source.

  • A CoMPAS X-Stream Receiver (aka cable box) lets you watch high-quality digital channels on your TV as and provides other CoMPAS X-Stream video features and services, such a channel guide with program information and on-screen support, Pay-Per-View and DVR.

    A Digital Adapter (digital transport adapter or DTA) allows you to view high-quality digital channels on your TV, but doesn't provide most of the features or services of a CoMPAS X-Stream Receiver.

General Questions

  • Backyard chickens are allowed in every zoning district in the City, except for the Central Business District, as long as residents meet the following requirements.

    Zoning Ordinance, 3.4.1 (B)

    • A one (1) acre minimum lot size is required for the keeping of livestock and fowl of 15 pounds or under as an accessory use to a residential use. The keeping of livestock and fowl as an accessory to a residential use shall not include commercial production.
    • No structure or barn for the keeping of livestock or fowl shall be located closer than 50 feet to any property line and 100 feet to any dwelling unit other than the owner’s residence.

    Animal Ordinance, Sec. 8-2029 (b)

    • Not more than five (5) chickens, raised and kept for the purpose of providing fresh eggs, may be kept on any one lot having a minimum size of at least one acre, provided such lot is in compliance with the City’s Zoning Ordinance
    • No coop or other containment structure for keeping fowl may be located within 50 feet of any property line, or within 100 feet of any residence other than that of the fowls’ owner.
    • All fowl must be secured or contained upon the premises.
    • No butchering of fowl on the premises is allowed.
    • Roosters are not allowed.

  • Submit a request to the City Engineer asking for a traffic speed study and analysis to be conducted. Based on that study and analysis, the City Engineer will make his recommendations to correct the problem.

    The solution may involve a formal request to change the speed limit that would involve presentation to the City Council for approval of the speed limit change. The solution may be the installation of a traffic calming device, such as speed humps. Again, this recommendation would come from the City Engineer as warranted by the traffic study and analysis that would have included an evaluation of the street based on criteria set forth in the policy adopted by the Morganton City Council with regard to installation of these traffic calming devices. Or, it may simply involve a request to Public Safety to increase their enforcement of the speed limit along that street.

    It is also possible that the City Engineer may also conclude that no action is warranted based on his study and analysis.

  • Yes.  The website indexes web pages as well as PDFs, Microsoft Office documents, and text documents.

  • No.  By default, the search results will show matches for any word within the phrase.  In this example, you would receive results for all web pages and documents that contained either the word alarm or the word permit or both.

    In order to search on an exact phrase, enclose your search phrase in quotations.  The search results for "alarm permit" will show matches for that exact phrase.

  • Yes.   You can exclude words by using the minus sign (-).   In order to find the results of all pages that have alarm in the result but not permit, you would search for alarm -permit.

Stormwater

  • Yes. Stormwater picks up pollutants such as oil and grease, chemicals, nutrients, metals, and bacteria as it travels across land and carries it directly into our rivers and lakes. Unlike the water in sewer systems, stormwater is not treated before being released into rivers or lakes.

  • Stormwater is the flow of water that occurs immediately after rainfall or as a result of snowmelt. When it rains, several things can happen to the precipitation. Some of the rainwater is absorbed into the ground and some evaporate. The rest of the rainwater that runs off land surfaces and impervious areas is Stormwater.

    Hard surfaces – such as pavement and rooftops – are called 'impervious surfaces' and do not allow rainfall to absorb into the ground. When there is more hard or impervious surface in a community, there will be more stormwater runoff.

    To keep stormwater from flooding roads and property, storm drain systems divert and carry and stormwater directly to streams, rivers and lakes.

    • Has full episodes of current TV shows within days of their premiere. You can also catch up on the entire season or previous seasons of your favorite shows.
  • There is no limit to the number of devices you can use. However, TV networks may limit the number you can use at the same time.

  • Nothing. At this time, there is no extra cost for watchTVEverywhere so feel free to explore. This may change over time depending on the requirements made by the individual TV networks.

  • WatchTVEverywhere has a lot of different definitions. For us, it is TV programs that are available on something other than a TV set. That means your PC, laptop, iPad, iPhone or Android.

  • Different networks make different programs available at different times. Each TV network makes their own decision about what to make available on watchTVEverywhere. For example, the live feed of CNN is available. However, the live feed of Nickelodeon is not. Instead, Nickelodeon offers full episodes of their popular programs.

  • The answer is just about Everywhere. WatchTVEverywhere works anywhere you can receive an Internet signal: inside your house, at the office, shopping mall, hotel, airport, vacation home, etc. Wired connections and in-home WiFi will provide the best quality. The quality of watchTVEverywhere signals while roaming (airports, stores, etc.) will vary depending on the strength of the signal. Be extra careful when you travel, especially outside the US. Data roaming charges may apply to networks that allow access outside the US and they can be very expensive.

  • Almost all watchTVEverywhere programs are available on PC, laptop, iPad, iPhone and Android phone. Several TV Networks are also now available on Apple TV, Roku, and XBox. However, some TV networks have not made their programs available on all devices. Visit your device's app store and search by the network name for available applications.

  • Once you are registered, you can watch any watchTVEverywhere program as long as you are a subscriber to that network. For example, you must be an A&E subscriber to watch A&E's watchTVEverywhere programs.

  • A TV network doesn't necessarily own all of the rights to all of the programs they transmit. A TV network may have the right to transmit a movie, but only to TV sets, not on watchTVEverywhere. So, once again, it depends on the TV network.

  • Programming and Distribution rights vary by programmer however, as a general rule, rights are restricted to the 50 States and US territories for content distribution by USA cable operators. In an online environment these restrictions are imposed by the programmer based upon the inbound IP address (International/Country code specific) used to gain access to the portals/apps/players. International travelers should be aware of these limitations and expectations should be measured accordingly.
