IX. North Carolina Municipal Power Agency Number 1 Update

X. Consent Agenda – All items below are considered to be routine and will be enacted by one motion. There will be no separate discussion of these items unless a Council member, staff member or citizen so requests. In the event a request is made, the item will be removed from the consent agenda and considered under Item XI.

A. Approval of Minutes – For a Regular Meeting held on August 3, 2020 and a Special Meeting held on August 13, 2020.

RECOMMENDED ACTION: Approve minutes as submitted.

B. Consideration of Appointment of Tax Collector and Approving a Resolution Adopting an Order Directing the Tax Collector to Collect Taxes

RECOMMENDED ACTIONS: Reappoint Jennie McNeilly as Tax Collector for a period of September 1, 2020 through August 31, 2021.

Approve a Resolution Adopting an Order Directing the Tax Collector to Collect Taxes.

C. Consideration of a Budget Amendment / Public Safety

RECOMMENDED ACTION: Approve a budget amendment to receive grant funds in the amount of $8,155 from the Kate B. Reynolds Foundation and the USDOJ Bulletproof Vest Partnership.

D. Consideration of Pay Range Adjustments and Updates

RECOMMENDED ACTION: Approve attached pay ranges and job classification title changes dated September 14, 2020.

E. Consideration of Approval of Documents from City of Morganton Related to Refinancing by Morganton Trading Company

RECOMMENDED ACTION: Approve HUD Estoppel Certificate, and Subordination, Non-Disturbance and Attornment Agreement, related to City’s lease of portion of Morganton Trading Company’s condominium unit #1, and to authorize the Mayor and/or the City Manager to execute the same.
