The City of Morganton is designing a multimodal connector on College Street between US 70 (W. Fleming Drive) and NC 181 (N. Green Street) west of Downtown Morganton.
The project would reconstruct College Street – which is currently two- to five-lanes wide – to include two travel lanes, sidewalks, and a 12-foot multiuse path to carry the City’s planned greenway extension to W. Fleming Drive.
The project will improve bicycle and pedestrian connectivity and safety.

Martha’s Park - Section 4(f) de minimis Use Public Notice
In compliance with Section 4(f) of the U.S. Department of Transportation Act of 1966 (49 USC 303), hereinafter referred to as "Section 4(f)," and its implementing regulations codified at 23 CFR Part 774, the Federal Highway Administration (FHWA) in cooperation with the City of Morganton provides public notice of its proposal to make a de minimis impact finding under Section 4(f) regarding the effects of the proposed College Street Redesign on a portion of Martha’s Park, and to provide the opportunity for public review and comment of this proposed determination.
The proposed project would require new right of way and temporary easement from the City of Morganton Martha’s Park in the southeast corner of the College Street intersection with Collett Street. Approximately 3,500 square feet of new right of way would be required to construct the roundabout, 12-foot multiuse path along College Street, and reconstruct the five-foot sidewalk on Collett Street. An additional approximate 1,100 square feet of temporary construction easement would be required along the park frontage on College Street.
The proposed de minimis impact finding is based on coordination with the officials with jurisdiction. The official with jurisdiction is the City of Morganton that owns and/or administers the affected portion of the property protected by Section 4(f). The officials have been notified of FHWA's intent to make de minimis impact findings.
Pursuant to 23 CFR 774 5(b)(2), notice is hereby provided of the proposed de minimis finding determination. Comments regarding the proposed Section 4(f) de minimis impact finding may be submitted to the City of Morganton in writing during the 30-day comment period using either the comment form or the survey linked above. The comment deadline is April 13, 2021.
