The Field Operations Bureau manages police and fire operations that include the Patrol Division, Criminal Investigations Division, and Special Operations Division. Specialty units within Public Safety include the School Resource Officer Program, D.A.R.E. (Drug Awareness Resistance Education), Community Policing, the K-9 program and Police and Fire Reserves. Morganton Public Safety Officers also participate in the Burke County Narcotics Task Force.

The Support Services Bureau is directed by Maj. Ryan Lander.

Criminal Investigation Division

Morganton Department of Public Safety's Criminal Investigation Division is headed by Sgt. Tim Corriveau who reports to the Field Operations Bureau Major.

The Criminal Investigations Division consists of two components: the Criminal Investigations General Assignment Unit and the Vice and Narcotics Unit, which works in collaboration with the Burke County Narcotics Task Force.

The Criminal Investigations General Assignment Unit is a dedicated unit of the police department, with multiple tasks and duties assigned to it. The unit consists of five full time plain clothes investigators, which includes the Investigator Sergeant. The Criminal Investigations Division Investigators report directly to the Criminal Investigations Division Sergeant, who functions as a working investigator/supervisor.

The primary function of the Criminal Investigations Division is the investigation of all felony and serious misdemeanor crimes with the intent to bring the violator before a court of law. The investigators of this division are some of the most seasoned Public Safety Officers who have received extensive training in various investigative fields, such as: sexual assault, fraud, homicide, financial crimes, interview and interrogation, and child abuse/sexual assault crimes. Additionally, two investigators are polygraph examiners which may be used in both criminal cases and pre-employment screenings.

The Criminal Investigations Division works closely with many different agencies to complete their investigations. The Burke County District Attorney's Office, Burke County Department of Social Services/Child Protective Services, the Federal Bureau of Investigation, the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF), the Drug Enforcement Administration, the Unites States Secret Service, and various surrounding local and state agencies are among the many agencies that the investigative division routinely assists, and receives assistance from.

The investigative division is also responsible for the background checks of potential applicants for public safety officer, fire engineer, and dispatcher. A typical background check may take weeks to complete, and includes a criminal history check, an interview with all past employers, a credit check, a home and neighborhood visit, and a polygraph examination.

 

D.A.R.E.Drug Abuse Resistance Education

D.A.R.E. (Drug Abuse Resistance Education) gives kids the skills they need to avoid involvement in drugs, gangs, and violence. D.A.R.E. was founded in 1983 in Los Angeles and has proven so successful that it is now being implemented in 75 percent of our nation's school districts and in more than 43 countries around the world. D.A.R.E. is a police officer-led series of classroom lessons that teaches 5th grade children how to resist peer pressure and live productive drug and violence-free lives. D.A.R.E. has been taught to 5th graders at the cities public elementary schools since 1989. In addition, private schools such as the Morganton Christian Academy and the Morganton Day School also participate in the program.

Operation Safe Haven

In conjunction with the department's D.A.R.E. program, the Special Operations Platoon also conducts a summer camp each July. This camp, known as Operation Safe Haven, was first held in the summer of 1996. The first camp was three days long and had 30 campers. Since that first camp, it has grown to five days and reaches 50 to 60 kids each year.

The camp targets 5th grade D.A.R.E. graduates that are rising to the 6th grade. The camp reinforces the messages taught in the D.A.R.E. classroom through interaction with the officers and special guest speakers. However, the camp is also full of fun activities. Campers have visited Carowinds, the N.C. Zoo, Panther's stadium, baseball games, Discovery Place, and a variety of other fun activities. 

Although the schedule changes from year to year, one thing remains constant. The camp is free for all campers. A host of businesses donate food, refreshments, and other support to help this camp remain free. To help show their appreciation, on last day of camp campers participate in numerous community service projects. Over the years campers have built handicap ramps, helped with home improvement projects, worked at the local soup kitchen, performed litter pick up, and other worth while projects.

The camp culminates with a graduation and banquet for the campers and their families.
