Main Street Department

The City of Morganton was named a Main Street Community in 1982 by the North Carolina Main Street Program. The Morganton Main Street Department has spent more than 30 years working to maintain a vibrant and energized downtown. The program has generated more than $60 million dollars of public and private investment into downtown and that investment has helped downtown Morganton weather the storms that left many downtowns across America crumbling and desolate. Today, downtown Morganton is strong and healthy largely due to the Main Street program and remains the heart and soul of the City

The Main Street Department strives to develop the downtown district through the Main Street Four Point Approach of organization, promotion, design and economic restructuring. The Main Street Department also manages the Morganton Community House.

The City of Morganton kicked off a new Downtown Master Plan process in March 2017 led by the firm Stantec. During the process Stantec will hold many public input meetings and gatherings for Morgantonians to voice their opinions and desires for the future of downtown. Check this page for news and updates as the plan progresses. The new Master Plan will be managed by the Main Street Department.

Charrette Week Kick Off at Historic Burke County Courthouse, 5/15/2017

The Downtown Master Plan Charrette Kicked Off last night, Monday, May 15, 2017, at the Historic Burke County Courthouse. About 70 people attended and gave their input. Charrette Day Two, 5/16/2017

Lots of people dropped by the Katz building yesterday, Tuesday, May 16, 2017, to give their input on the Downtown Morganton Master Plan. Stantec, the consultants, held several round-table discussions on issues such as the Broughton project, converting the one-way streets in downtown back to two-way, public art, and youth engagement. Tuesday night, from 5:30 to 7:30 pm, Stantec staff displayed the work and drawings completed that day. One popular set of drawings were ideas on how to rejuvenate the Historic Courthouse Square into a more user-friendly space. “In our mind, the courthouse square is the most underutilized public space you have,” said Craig Lewis, Stantec.

Local youth share what they love about downtown Morganton

ms-downtown-master-plan-2ms-downtown-master-plan-1The Downtown Master Plan was developed in the late 1990s. Although Morganton had been the hub of economic development in Burke County for many years, community leaders felt the downtown area had the potential to be a more vital and vibrant center for community life.

To explore that potential, the Morganton City Council appointed the Downtown Advisory Committee in the spring of 1996 and engaged the services of a consulting firm to lead a visioning process for Downtown Morganton. Over a period of 18 months, some 350 community members were involved in research, discussion, and planning aimed at developing a strategic plan for the downtown's future - The Master Plan.

ms-downtown tax district-20100216-153pxMorganton has had the Special Downtown Tax District since 1982 when the City Council created the Main Street Department and the Main Street Program. Revenue raised via the Special Downtown Tax District funds about 25% of the Main Street Department budget. The remainder of the department’s budget is funded via General Fund Revenues.

The Special Downtown Tax District covers a 36-block area in downtown Morganton and is overseen by the Main Street Department. The tax rate for the Special Downtown Tax District is currently $0.14 cent per $100 valuation. The City Council approves the tax rate when it approves the city budget.
