The City of Morganton has contracted with Point&Pay to provide online payment processing for City bills. 

 

Fees

There is NO FEE to pay online when customers use an e-check!

Fees for Credit Card Payments

Point and Pay charges a 2.6% fee, $1.50 minimum charge to pay online with Visa, MasterCard, Discover and American Express. There is a $400.00 payment limit per transaction.

Q. What payment methods does Point&Pay accept?

A. All major credit cards are accepted: Visa, MasterCard, Discover and AMEX as well as electronic checks.

 

Q. Why is there a convenience fee and why am I paying for this?

A. Point & Pay charges a convenience fee for processing the payment transaction. The fee is not charged by or paid to the government agency. The convenience fee is assessed to cover operating costs and the costs associated with servicing thousands of card transactions.

You will be informed of all charges and fees before you authorize the payment.

When a consumer uses the service to pay for taxes, two line items will appear on their card bill or bank statement. One is for the tax owed to the government and the other is for the convenience fee charged by Point & Pay. When the payment is for non-taxes, a single line item will appear on the statement.

 

Q. How safe is Point&Pay's system?

A. Point & Pay is PCI-DSS Level 1 certified by an accredited auditor -- the highest level of certification available, ensuring the safest online experience for our clients and customers. PCI is a set of robust and comprehensive standards and supporting materials to ensure payment card data security, set by the global PCI Security Standards Council.

 

Q. Will I receive a confirmation of my payment?

A. Yes. You will be provided a confirmation number at the end of the payment transaction. This confirmation number and your card or bank statement will provide confirmation of your card payment to the government agency. Additionally, if you provide your e-mail address, you will receive an e-mail verification of your online payment.

 

Q. Who do I call if my payment doesn't appear on my card or bank statement?

A. Call Point & Pay Client Services toll-free at 1-888-891-6064 and choose option 2.
