The City of Morganton has operated using the council-manager form of government since 1913. Morganton's City Council consists of five members, the Mayor and four Councilmen. Under this form of government, the City Council, which is elected by city residents, the City Council is responsible for adopting ordinances and setting policies that affect the City. To implement its policies and enforce its ordinances, the City Council hires a City Manager, who serves at the pleasure of the Council. The City Manager prepares the City budget, directs day-to-day City operations, and serves as the Council's chief policy adviser. Each member of the Council serves a four-year term

The Morganton City Council has created several boards and commissions, some of which are required by North Carolina state law. The boards and commissions serve in an advisory capacity to the City Council, and board members have the opportunity to provide input on the policies that govern the city.

City Hall is located in the Morganton Trading Company complex in downtown Morganton. The main entrance is under the Morganton Trading Company water tower.

Art In The Hall is a juried program offering a public space for people and groups to display their artwork and exhibits. Art In The Hall also enhances the experience of visitors coming to City Hall. Exhibits are routinely shown on both floors of the lobby.

City Council  meetings and the meetings of the City's various boards and commissions are open to the public. Meeting announcements, agendas, and minutes will be posted on the City website  and in Morganton City Hall; meeting agendas and minutes are also available for review in the City Clerk's office on the second floor of City Hall.

Morganton City Council meetings are open to the public, interpreted for the hearing impaired, and televised live on CoMPAS Cable Ch. 2. The meetings are streamed live via UStream i ustream, and posted on the city's YouTube Channel i Youtube 16x16. Official copies of City Council meeting agendas and minutes are available for review in the City Clerk's office on the second floor of City Hall. Anyone wishing to speak should review the Council's public comment policy and procedures below. Speakers are asked to sign up to speak before the meeting with the City Clerk.

The Planning and Zoning Commission generally meets at 5:15 p.m. on the second Thursday of the month in the City Council Chambers of City Hall when the Commission has business to address. The Commission does meet if the Commission does not have any items or applications to review.
